Bellevue man held in officer assault

More details are now available on a story first reported in last week's issue of The Citizen, in which a Bellevue Police officer was assaulted while in a police car last Wednesday night/Thursday morning.Dominick Hoy, 29, of Bellevue, was scheduled for a preliminary hearing yesterday after spending the past week in the Allegheny County Jail on a $75,000 straight cash bond.According to Bellevue Police, Officer William Scheller was in a patrol car when he saw Hoy in the municipal parking lot across from the police station. Hoy was screaming, according to the criminal complaint, so Scheller drove into the lot and asked Hoy if he was all right. Hoy responded, according to police, by punching Scheller in the face through the open window of the police car. Officer Gary Neugebauer was leaving the police station when he heard Scheller request assistance, and says that he ran across the lot to find Hoy on the ground, Scheller standing over him with his Taser drawn. Scheller was bleeding from the nose and mouth, Neugebauer said. It later was determined that Scheller sustained a broken nose and split lip.Avalon Police officer Tyler Roche also responded to the request for assistance, and he and Neugebauer are reported to have placed Hoy in handcuffs. According to police, Hoy began to struggle, managing to pull away from the officers and fall to the ground, where he struck his head on a concrete curb stop. He then was taken to the police station.Police Chief Matt Sentner said that Hoy has no criminal record, and appeared to have been under the influence of alcohol or drugs at the time of the incident. He confirmed that the officers reported that Hoy said "Black Lives Matter" as he was being arrested.Hoy is charged with aggravated assault, three counts of resisting arrest, and one count each of recklessly endangering another person and disorderly conduct.
