Tonya R. Thomas, 43, was charged with loitering and prowling at night on Ohio River Boulevard on March 15.

Following a traffic stop during a DUI roving patrol on March 18 on Ohio River Boulevard, Ronald Albert Stevens, 19, and John Michael Gill, 31, were each charged with possession of a controlled substance.
